Platform for local action against energy poverty

The Energy Poverty Advisory Hub (EPAH) is the leading EU initiative for local action against energy poverty. Its mission is to establish a platform that serves as a European center for knowledge exchange and expertise on this issue. The hub provides direct support, online training, and research findings for local authorities and civil society organizations, while fostering collaborative networking among all stakeholders committed to tackling energy poverty in Europe.

Energy Poverty Advisory Hub (EPAH)

The project was commissioned by the European Commission’s Directorate-General for Energy (DG ENER) in the conext of the Clean Energy Package, Green Deal, Climate Pact, and Territorial Just Transition Plan, among others. The goal of “affordable energy” is closely linked to energy efficiency, renovation, and the energy transition. The project places a strong emphasis on municipalities as key actors, encouraging them to submit projects and offering support in their implementation.

akaryon – responsible for digital infrastructure and tools

akaryon is responsible for all digital aspects of the project. Over the past years, we have developed the platform energy-poverty.ec.europa.eu. We implemented the EPAH ATLAS and the National Indicator Dashboard, including an interface with EUROSTAT for data supply. The EPAH ATLAS is an interactive online database featuring over 250 international projects, measures, and policy strategies aimed at combating energy poverty worldwide. The EPAH Indicator Dashboard presents energy poverty indicators for various EU countries. Under the “socioeconomic aspects” category, for instance, regions with a high share of energy costs relative to income can be identified. We also completed the first relaunch of the EPAH website.

Our involvement in the project dates back to 2020, and it is set to run until 2028. The project is led by Climate Alliance Brussels. Other partners, alongside akaryon, include the Nova School of Science and Technology in Lisbon, the energy poverty-focused NGO Ecoserveis from Barcelona and the specialized training institute Aisfor from Italy. Additionally, seven national organizations are actively engaged as local contact points, supporting EPAH’s mission at the local level.
